STATEN ISLAND, N.Y. — A new federal program that guarantees interest-free loans to help hurting businesses meet payroll and cover expenses is seen as a shot in the arm for Staten Island’s small-business owners.
Under the program, announced yesterday in St. George by Sen. Charles E. Schumer (D-N.Y.), the Small Business Administration will back America’s Recovery Act loans.
